USA and Soviet Arms Talks, 1984
In September 1984 Soviet Foreign Minister Andrei Gromyko arrived in the US for talks with President Ronald Reagan.
Both men addressed the UN General Assembly and Gromyko accused the Reagan administration of wrecking all existing accords in a drive for military superiority.
